At the end of January, the Hawaii legislature introduced two bills that will effectively discourage the use of electronic cigarettes. Ecigarettes are commonly used as an alternative to smoking tobacco cigarettes, but HB2557 and SB2819 would redefine the term tobacco to include the chargers, atomizers, and batteries that make up ecigarettes. Despite the fact that electronic cigarettes contain no tobacco, and as a result are much better for your health, they would be treated just like tobacco products in the eye of the law.
The positive aspect of these bills is that minors would be restricted from purchasing electronic cigarettes and their accessories. That argument makes perfect sense, and nobody who does not have a nicotine addiction should be encouraged to smoke ecigs to better their health. However, just like nicotine patches and nicotine gum, electronic cigarettes deliver nicotine to those who are addicted, without the negative effects of tobacco. The tar and smoke that you inhale when smoking tobacco cigarettes is what does the damage to your lungs, throat, and circulatory system.
Somehow, the Hawaii legislature has missed this important fact. The two bills that are being considered right now would not only restrict minors, it would also add the 70% state luxury tax to all products related to ecigs.
